Overview
Blue Energy today filed the initial section of its construction permit application with the U.S. Nuclear Regulatory Commission (NRC) for its proposed gas-to-nuclear facility at the Port of Victoria, Texas. The submission puts Blue Energy among five companies that have filed construction permit applications in the current wave of new nuclear developments.
Project design and technologies
The Port of Victoria project proposes to pair GE Vernova 7HA.02 gas turbines with GE Vernova Hitachi BWRX-300 small modular reactors (SMRs) in a combined gas-to-nuclear power plant. The company has stated that the overall development remains subject to a final investment decision in 2027. The BWRX-300 was selected as the reactor technology approximately five months prior to this filing.
Scope of the application
The filing seeks NRC approval to commence limited construction activities, specifically deep foundation and shaft work for the first SMR. It also asks the regulator to approve Blue Energy’s plan to construct the natural gas portion and the balance-of-plant first, with those assets later being used by the nuclear reactors. Blue Energy notes that the NRC previously approved the methodology behind this gas-to-nuclear sequencing approach.
The application package includes a near 300-page environmental report. That report concluded the natural gas segment of the project would not have significant impacts on endangered species, tribal lands, or other environmental or historical resources, according to the materials submitted.
Regulatory and timing considerations
Blue Energy’s regulatory team prepared the application; the company says the team has more than 80 years of combined experience with NRC licensing. The second half of the construction permit application is expected to be filed in the second half of 2027, after the completion of a one calendar year period of site-specific data collection required by the NRC.
Earlier regulatory milestones include an NRC approval in December 2025 of Blue Energy’s licensing topical report that supports the company’s approach to resequencing major construction phases for a nuclear plant.
Financing and advisory activity
Blue Energy has raised in excess of $400 million in financing, with participation noted from Constellation Technology Ventures. In the current month, Blue Energy retained Societe Generale to assist in structuring project financing for the Texas development.
Implications
The submission advances a hybrid development model that anticipates initial construction and operation of gas infrastructure to enable subsequent integration of SMRs. The regulatory filing and financing steps signal progression toward a potential 2027 final investment decision, but further NRC review and the remaining application materials and data collection remain outstanding.
